If you are running XP Professional....
Go to your control panel/Display.
Click on the appearance tab
The third pulldown list is Font Size. This should be set to Normal. If it is not set it to normal, click Apply and Click Okay.
If it is set to Normal then click the Advanced button
Check the following settings:
Active TItle Bar - Font size should be set to 10, Font should be Trebuchet MS
Icon - Font Size should be set to 8, Font should be Tahoma
Inactive Title Bar - Font size should be set to 10, Font should be Trebuchet MS
Menu - Font Size should be set to 8, Font should be Tahoma
Palette Title - Font Size should be set to 8, Font should be Tahoma
Selected Items - Font Size should be set to 8, Font should be Tahoma
Tooltip - Font Size should be set to 8, Font should be Tahoma
If any of the settings don't match what is listed reset them to what is listed and hopefully this will clear up your issues.

If you had a mouse with a scroll-thing between the two buttons, you'd push Ctrl and scroll up or down.
If not. Go to 'View' at the top tool bar and look for 'text size'.
