UK. What can be done to put the fire back into the bellies of the players?

tough one.
The money paid to the so called "top players" is out of all proportion.
You cannot put the fire or the hunger back unless they are hungry.
In the UK, there are too many overseas players (bought to ensure the success of the big clubs) and not enough good young British players get the chance to come through. It's a CATCH 22, they don't get the experience & they can't get picked without proving their ability.
You are right about the achilles heel - it's gone too far at this stage.
You need really good leadership that can create a hunger for success, England didn't have it with Sven, Chelsea & United have had it in recent years. Can Steve McClaren create the desire for success with the English team - where money is secondary to cash? Perhaps.

Let them earn the money but the club owns there house since they paid for it.

So if they don't proform they could end up homeless.

hows that?
