actually, you don't need a music OR a business license..i have been doing it for 9 years..the only thing i can suggest that he needs is a good contract, extensive music selection and a wonderful personality on the mic...equipment wise, you build it with time...same with reputation...people will remember the music for only that night, but a dj that can work the crowd, be it a wedding reception, graduation party or corporate function, will be remembered for years...and the pay and tips are better too...
EDIT: i read alot of the responses on here and thought i should clarify my position...i'm in the United States and we don't need any licenses to play music..in the U.K. it is apparently different...jesus, do you have to pay a special tax with your driver's license to play music loudly in your car..?..Brits, you guys have my sympathy....

The venue needs a license, also, he may need to register with PRS, the performing rights society as he'll be playing music by artists who have copyright. The penalties for copyright breach can be heavy. However, the most important thing he needs is public liability insurance. He needs to insure himself so that if someone is injured by his equipment or they trip over his leads or whatever, that he is covered and can make a pay out.

He doesn't need a licence in the UK to do discos for people's dos but the premises that he will be doing his disco/DJing at will need to have an entertainment licence, stating the times that the entertainment can start and finish.
If he is thinking of doing this DJing where tracks are recorded digitally and played you have to have a digital licence.
But if he's doing the standard playing CD's / records he doesn't need one.

it is a tricky situation. usually the venue will have a music license as it is cheaper for them to have one. usually DJ's don't worry bout that kinda thing coz even if the venue didn't have one it is unlikely that anyone would report your father.
