There are 25, though as of 1st January there will be 27 when Romania and Bulgaria join. This is the maximum there can be until some sort of treaty is formed. Other possible entries in the future are Croatia, Bosnia-Herzegovina, Macedonia, Albania, Turkey and Ukraine. Interesting fact, Morocco tried to join, but they were told that they weren't European.
