Gud Q. man,ive only been to 6 countries but i got high in em all

Of course they do.
Luckily for the poorer countries the stuff is pretty easy to grow anywhere, last year I came back from South Africa where a modest consumer like me could get a year's supply for the horrendous sum of 10 Euro, but I have to add that that is 2/3 of a weeks wages for farm labourers.
Even in Europe, if you keep your eyes open, you can collect your very own magic mushrooms and have a nice time on the cheap.

I doubt people in the poorest countries in the world can afford proper narcotics, but there is probably some purple beetle that their parents tell them not to eat that they sneak off and have a munch on.
Also there's some toad that if you lick gets you high I think.
