It shows that the adult is genuinely interested in the normal growth of this child by gradually accustoming the baby to speech. It may be "googoo gaga" to you but in reality it is syllables and elementary sounds to the baby.
It drives into the baby the ability of discerning between those who would mean harm and those who would show affection and love.
A baby cannot get too much attention, babies are in need of constant attention, it is natural and normal for a baby to be very selfish, so constant communication of any sort is extremely important for the baby.

Adults do it also because it is something instinctive, they mimic what they have seen others do.
It is so wonderful to see a baby respond with a smile when all you might be saying is "Who's the cutest little baby, huh, who is the cutest?" in a rather soft high pitch tone.
It also has to do with pay off. It pays off to see the child responding with a smile and so you continue to do the things that make the baby happy.
There are many reasons why people do it and many reasons why it should be practiced.

Babies actually hear higher pitched, softer sounds better than they do lower pitched sounds. You should still speak real words to the baby, but they can hear you better in a "baby" voice.

I don't know, but I have noticed it only takes one baby in a room full of adults to turn them all into babbling idiots. lol
I think it's the higher pitch that gets the baby's attention and the adults then have bragging rites to say the baby liked them more.

Because they are weird. And to be honest with you, baby talk may SOUND cute, but really, it isn't good. You see babies learn to talk by what they hear. If you talk baby talk to a baby, that is how they will end up talking. Then you will have a WONDERFUL time trying to teach them how to speak PROPERLY. My three year old niece is barely understandable because my brother and his wife only talked baby talk to her. They are having a very hard time now RE-teaching her to talk.

it just happens naturally, and actually its really good for the baby in developing their speech, the influxes in the voice help them pick out the sounds better. but it is only good if the adult is using real words, not "baby" words when talking like this.

It's supposedly because babies are more attracted to high-pitched, musical sounds, and they're trying to get the babies to pay attention to them.
However, it's not a good idea because it's not proper pronunciation and can delay language acquisition.
