Three words of advice

First, nothing is Free in this world. You will end up paying for it one way or another. You better off buying a cheap one with no catch 22.

Don't deal with anyone who want to re-bill you automatically.

If you don't know anything about it, you got yourself a problem. Because in most cases, once you bought it, you will be expected to set it up all by yourself.
First you need a hosting service. They will give you a control panel (C-Panel) and you will not understand the first thing about it. So it will cost you more money to have the hosting service setting it up for you.

If I were you, I would avoid the free domain services. There's usually a catch, or somehow more hassle than they're worth. Domain names are relatively cheap nowadays - like between $6 and $10 a year. Surely you can find that in your budget? Check out http://www.godaddy.com or http://www.1and1.com. Both are reliable and relatively cheap. The hard part is going to be finding a name that isn't already taken.

Once you register the name, you're going to need hosting. This is typically a monthly expense, but again, it's a lot cheaper than it used to be. You can probably find something for a few dollars a month. For hosting, check out dreamhost.com. They're very reliable and you can probably find some coupons out there where you can get the first year entirely free. Or, if this puts too much of a strain on your budget, there are also some free hosts out there that aren't entirely terrible.
