I have very little information to go on but, here goes:

The song was released in the late 80's - early 90's (between 88 & 92 I think) and was a very haunting tune. It was sung by a man and a woman (again, I think it was) and the video had a man and a woman in a small boat on a body of water (hence my thought that it had been sung by a man and woman). I don't even know if it was released anywhere other than Britain.

That is about all I know, other than the lyrics were printed in Smash Hits.

Not a lot to go on I know, but it's driving my wife nuts. She remembers thinking the song was fantastic and can recall that she and her friend learnt all the words, but she can't actually remember the song itself.

Any help would be greatly appreciated.

There was a song that I think sounds a little like your description. it was sung by a woman though, so I don't know if it's the right one. It was called Martha's Harbour by All About Eve.
