Good question! In the US, the channels start with 2. But in Japan (where I live), they start with 1!

Channel 1 is reserved for the government emergency alert system.
In the event of a major disaster or emergency, like nuclear war, gas attack, etc. you could turn to Ch. 1 and receive information on where to go, what to do, etc.
