Ada Lovalace, student of Charles Babbage, had derived a method for calculating Bernoulli numbers with the Analytical Engine. This is considered as the world's first program.
FORTRAN (FORmula TRANslating system)is the first among the major languages, developed in 1957 by IBM.
The first computer language for electronic devices was "short code" developed in 1949. (just by moving 0's and 1's using hand).

1948 is correct for programming directly in 1's and 0's (on the Manchester "Baby" computer, by Freddie Williams and Tom Kilburn). By 1949, Maurice Wilkes' EDSAC at Cambridge could read programs punched in a primitive assembly language with alphabetical op codes and decimal operand addresses.
