I would say wear a dress. As a rule I tend to dress one bar up from what I think it could mean. It means you will never be dressed down for an event and if you are a bit more dressy than the other girls at least you'll get a few more stares your way! A great confidence booster!!

It doesnt have to be long but it needs to be completely "decent" for example if you were to go to a "black tie" even, for a man formal wear would be a suit with a tie (not a micky mouse one!) so for a woman you could wear a nice suit with a pretty shirt or a dress. as long as it isnt trashy or the sort of thing you would wear walking around down on a monday afternoon it should be fine!

it just means guys wearing suits (any colour and cut) and girls wearing dresses. What kind of event is it anyway? That will have a huge impact on what is meant by "formal". Rule of thumb anyway, is wear a dress. If its a dinner or a wedding, cocktail dress and a shawl/shrug. If it's a business function, I would wear a tailored trouser suit (not black) and a nice blouse and stilettoes.

It depends on the occasion. If its a wedding, you would just have to wear a suit or a dress, if it is a dinner invitation, I would wear a cocktail dress (below the knee). If it is a Ball I would wear a gown or full length dress.

Formal dress just means dressing in your smartest and most formal clothing, you wouldnt go to a wedding wearing shorts and a vest would you.
So search your cupboard for your smartest gear, and no women do not have to wear long dresses, woman can look smart in black trousers and a smart waistcoat, how about you go shopping and decide what to wear then.

Formal drees is when you dress for a higher class occasion. For example if you where to attend a prom your would need to dress formally by wearing a tuxedo (male) or a dress (female)

Doesn't have to drag the ground but you should dress up as "your best".

Depending on the event.....it could be "all out" as in the man is even in a tux.
