they are...a few years ago they caught a guy in atlanta who had been panhandling for years round the corner, strip off his old ragged clothes and underneath was a jogging suit and get into a brand new mercedes and drive off. someone followed him and he live in some upscale gated neighborhood, he was interviewed by the press and finally came clean. of course the irs wanted to talk to him too. this was during the time right before the olympics when they were sweeping the neighborhoods to get rid of all the panhandlers, druggies and winos. true but funny story

Some are legit though but most its like a job to them. My father used to do this. We would travel across the country and make so much money. Me and my brother were young and he would use people feelings for hungry kids to get money from people. He would make us look dirty and have us sit in the car all day. Then he would put a big sign in the windshield saying we were stranded with out food and money. It worked sadly. After an hour or so he would pack it up and move to another rest stop.

Here in Egypt it is the same. Some people even go as far as to cut off body parts to get sympathy from people. Or they use their kids. I seen a lady a while back who had a little baby wrapped in a nasty dirty blanket begging for money. She is so lucky I don't know enough Arabic to tell her a thing or two. Another time I seen a women having her child go around with her and beg for money. They were just walking down the street going from person to person asking for money. The little girl could not off been more then 7 or 8. I wanted to cry she was so dirty and smelly. I wanted to snatch her up and take her away.

I don't give these people money any more. I can't and I pray I don't ever turn a person away that really needed it. But if a person is really in need there are places they can go. You can go to a shelter or a mosque or church. Don't beg in the streets. Its degrading for them and the person they are asking money from.

I feel if you can ask strangers in the street for money you can walk into a factor and ask for a job. These people ruin it for all those who really do need help.

there may be a few instances, where the people are well off but for the most part these people are just surviving. i myself won't give them money i have offered food and always get cold thank you. i would rather give money to someone with a sigh that says i just want a beer
