i think you need to go to cubao central terminal in cubao (back of Ali Mall) from clark airport and from cubao take the right bus going to tuguegarao city. theres a plane option i think... check this travel site, mostly travel agents has infos on that and they usually advertise in travel sites just like this...

Tuguegarao City is in Cagayan which is a Luzon Province. Most probably, you will be able to find a bus terminal in the vicinity of Clark Airport. I am sure, once you are there, the people from the airport will assist you in looking for one so as to save time and money. If not, you have to travel all the way from Clark to Kamuning, Quezon City where you can take the VIctory Liner in going to Tuguegarao.
