guillotine is a device used to cut off heads. i have seen quillotine used as a device for cutting the ends off cigars but i think it might be a misspelling of guillotine.

This is guillotined misspelled. A guillotine is a device used in France to behead an unfortunate individual. Guillotined is the past tense of the verb form of the word.

isnt it french for slicing off the head in that contraption where the blade falls down fromt he wooden structure..

a quill is (large hollow part of) a feather so it might mean to tickle someone to death. or if from a porcupine it might mean to prick them to death.
