The now is chargeing a move in move out fee of a $150.00 and a fee of $60.00 for a background check and application fee. You do not got any of this money back.Could they apartment let someone into your home with out tell you that they are coming there. The pest man have a key to the apartment. They say he have to come in once a month. I feel this is not right. I was not told any thing about this. I do not think its on the lease. The fee is something new.

In every state I've heard of, the background check fee is legal, the move out fee could be legal (check your lease), and if the pest problem is bad enough to pose a health risk to the other renters, the pest man coming in could be legal.
Also because your roommate moved out, you have to move out as well. Most places rent to the apartment, not to the renters (this is why partial payments on rent don't let one person stay for a fraction of the month).
Coming into an apartment without your permission is not legal unless you gave permission (say like on the lease).

pest companies come in all the time, they dont have the key a member of the apartment staff does, and if your room mate didnt pay their half of the rent you are out on your butt.
