Condoms are not 100% protective agenced STD or pregnancy so it is always good to know if the person has anything or not.

Condoms don't prevent all STDs. They do reduce the risk of getting them though so you should always wear one anyway. However there is a very common STD called HPV. This can be passed on because of skin contact in areas that the condom doesn't cover. Chances are, depending on how many partners you have had, you have come in contact with someone with HPV. That's how common it is. And the majority of people who have it don't know that they do.

There are two factors as far as that goes:
A. Condoms can break and you probably won't notice until it's too late.
B. Some STD's aren't from the transfer of bolily fluids, but from skin-on-skin contact, syuch as herpes. Pubic lice (crabs) are also under this category.
Unfortunately, the only option to prevent STD's, aside from condoms, is abstinence.

Some stds are spread on contact (herpes, worts) so condoms don't always help if they are around the vaginal/anal/oral area. And condoms can break. Never double up a condom, causes more friction and more of a chance of breakage.
You're best bet is to make sure your partner has been tested, and that you are tested as well.

Condoms don't prevent STDs, although they minimize the chance that they will be transferred through sexual contact. If you're concerned, have yourself tested and have your partner tested, as well.
