I believe that having a tidy organised desk does create a much better controlled structure to work from and yes it does create a tidy mind however I do think it depends on a person's personality.
I once visited a top consultant many years ago and his office was a tip but he knew where everything was and he was a very clever person. Some people can work in what I call organised catastrophe and be very functual however me I have to have a tidy desk with everything in its place so I can find everything straight away. I know it saves me hours and hours of looking for things.
So in answer to your question no it does not nessasary mean a tidy mind but it does help.

A tidy desk reflects that the person character, however a not so tidy desk could be just a very busy person at work, a cluttered desk of waste paper or empty cups would be considered an untidy desk. Depends on the given situation at the time. The desk afterall is a working area.

A tidy desk can mean an idle mind or it can mean an efficient mind, depending. Similarly a messy desk could be the desk of someone who gets lots done because he/she knows what the mess means, or it could be the desk of someone who spends 1 hour each day trying to find stuff.

no a tidy desk doesnt mean a tidy mind...what a tidy desk means is that the person has so much going on in his mind that through their subconscience, they unconsciously clean their desks all the time, to try and clean out their mind!

so i would think that a tidy desk means a really really busy, sumtyms messy mind:) ....no offence to the tidy ones out there

Nope. It means the desk occupant has an unimaginative, anal personality, and that they've got nothing better to do than to tidy their desk, so they probably never do any useful work. I've worked as a teacher, meteorologist and writer, among other jobs, and I've never met anybody with a tidy desk who ever did much productive work.

The mind could be tidy, cluttered, full or empty. If compulsive about it, then the person could be considered as behaviours indicating an obsessive-compulsive problem. It depends on how far to the extreme the individual carries the tidy routine.

Not necessarily -- I knew someone who would have a spotless desk (very tidy), but the mind -- well ... if you looked at why his desk was so tidy (and the overflow in the trash bins around his office), then you would understand why I say this is so.

Personally,I would say a tidy desk means an empty mind. But then my desk-and everything-is pretty cluttered!
