I'm moving to San Francisco in January and I was wondering if there'd be anyway to set up a p.o. box there ahead of time. I want to avoid the frustration of mail being forwarded then getting lost, etc. during the relocation process.

No. You may have to show Identification to open a P.O. Box. However, you can have a relative open the box, in your/her name and list you as an additional user of the P.O. Box.
