there are several programs that let you edit or create icons, or .ico's. Microangelo is a good one to start with.

You can use any program that will fit your needs.. me, i am using iconcool editor in creating and designing my own icons.. but sorry, i just got it from a friend.. just kindly search it on the web..

u can use iconxp (not free) to create or convert icons
or just create an image with any editor then convert with Picture to Icon Converter (free)

you can design them in any bascially any program but you may need to download a second program to save (or make) a .ico file.
I use irfanview its GREAT and free.
