I have BSNL Home 250 Plan Broadband with 256Kbps. There are two connections in "Network Connections", one is WanMiniPort (PPPoe) connection and another Local Area Connection. When my system starts up, it automatically notifies that "Local Area Connection is now connected at 10.0 Mbps", but I cannot surf net until I connect the WanMiniPort (PPPoe) connection. Is there any dialer, app, etc which can connect the another connection automatically at startup.

You should be able to make this program start automatically. Right-click on your wanminiport then click on properties. There should be a box located underneath one of the tabs that says allow Windows to configure my Internet setting. put check mark here, then click apply. On your local area network connection right click, then click disable. This should fix you up
