According to what you need tape for:
mix some flour and water together to make a paste and use as glue. You can get several ways to make glue at make stuff.com
Maybe a paper clip would do the job
bubble gum will also do the trick. It really sticks good when the kids put it where it shouldn't be.

sometimes you can take the label or price sticker of things with the sticky still on the back, then get a bunch of them or cut them down into the size needed and vola you have tape.

last christmas eve as i was playing santa i found a whole bag of stuff i forgot to wrap. had enough paper, no tape of any sort - at 4 am :( used band-aids.

a Stapler, nail polish (clear), paint, wax (candle). If you can wrap something around it to make it stay, maybe suran wrap, honey.
