My employer never released an employee handbook detailing vacation/sick/personal day treatments. They only explained that your vacation days must be used in the calendar year and there is no carryover. I have resigned but before I have used days that I earned. Are they required by Federal or State law to compensate? I live in Texas.

Federal law does not require that accrued vacation be paid out on termination of employment and neither does Texas law.

no, once u resign all benefits are eliminated
