Either the site is down, or you are being blocked from it. Check your firewalls as well as the firewalls on whoever is your ISP. If its not your problem, then its something the site owner would have to fix

If it's a server problem, there's usually nothing you can do. You might try a different browser to see if the error is related to a specific browser. If you've got IE6, try firefox.

write emails to the administrator of the site and pray to god.
