He probably won't attend until he is heir to the throne. Princess Anne goes as Gold Stick-in-Waiting and I think I have seen Charles accompany his mother sometimes. They don't need the whole royal family to attend, and he is busy with other things.

If Prince William was there, then he was probably just watching for the heck of it. He has no say in anything democratic.
