Two of my best friends got engaged this past August and it was really adorable - they live on the shore of Lake Erie, and there's a path that goes along the water's edge near their houses. They went for a walk on the shore and he sat her down on a bench and asked her to marry him. It was the sweetest thing I've ever heard, especially because they met there.
So maybe that's something to consider - where/how did you meet? Can that be incorperated romantically?
Timing considerations are neat, too; another couple I know of got engaged while out viewing Christmas light displays. Maybe something to do with the holidays?
I think the most romantic thing you can do, though, is to say what you think, and to mean what you say. I don't think you'll forget the event, no matter where or when it happens.

I think if you make it a moment she will never forget - something really wonderful, or even creative and wild and fun. That shows you put the effort (and your heart) into it. Just a personal opinion, but I think two families coming together is wonderful and sets a strong base for your future together. That said, how about setting up a wonderful romantic place - on a hill by the ocean, or even a pretty place close to your home. Rose petals everywhere and flowers all over. Then after you take her there your families and friends all come out and you get on your knee and ask her. Then you can all have champagne after together. But some people might want to be alone. It depends on how close you and she are with your families and friends. Just an idea!!!

My husband took me out to dinner at a place we had been to many times and he knew the
owner well. He told the owner he was going to ask me to marry him---- but I didn't know until many weeks later. We drove up the hill overlooking the city. He put a romantic CD on in the car. (Albanoni Canon in D). We were out of
the car overlooking the city. The air was still, with just a hint of a breeze. The scent of the pine trees was everywhere. It was very quiet, except for the music.... Between the music, the lights below, the quiet all around us, I think that was the most romantic moment in the whole of my life...... "Will you be my wife?"

Plan "the perfect date". Take her to her favorite place to do her favorite thing. Set up the entire date to be completely about HER. You could plan a "couples massage". There are spas that will help you set this up. Keep the ring close and while the two of you are lying on the tables. Hand her the ring and ask her. Or, plan a picnic in the park under the trees on a blanket. Or, this Christmas ask her parents for their blessings and do it at Christmas dinner. Or, ask her at the stroke of midnight on New Years with a fire burning in the fire place (if you have one) and get on bended knee.
But most of all, make it all about HER. That is something she will never forget.

How about under the stars by the water? Go for a beautiful scene? Something she will be impressed with and will remember forever.How about on Christmas or a special occasion you get her a ring?But you leave it in the box that you buy it in, then put it in a bigger box, bigger box, bigger box. So she opens all these boxes to get to the very small one-her ring. You can ask under the tree or you can ask on yall relationship anniversary.

A long walk on the beach with a picnic have cup cakes or a rose and stick the ring in the rose give it to her and then say look how beautiful it it. and she'll look. or on the cupcake put the ring on the frosting. OOOO wait get a shell a really pretty one buy it from a store and put the ring on it and then like have it like near the picnic and on your way pick it up and giv it to her

Well after reading the other answers, I guess a quick run in the taco bell drive through wont work.
Most of the girls I know like the stars, beaches, streams or waterfalls or flowers some like mountains and lakes. Incorporate something like that in there.

a proposal that is sincere and heart felt . maybe in the place we first met or someplace romantic or like in that tyler perry movie, in which the woman woke up and went to the bathroom and looked in the mirror and she saw the ring and she ran out and saw him on bended knee and he proposed to her saying all she had to do is wake up in the morning and she would take it from there.... whew
