When the country is in poverty and draught situation Government who is ruling is powerful. The Government has to be impartial and just in dealing the issue such a time.

In a lot of cases, like in Africa, it is the warlords who control water and food that gain the power. They hand out the food and water and the people will support them because they can eat. It is important for other nations and international organizations to step in and help in these situations to make that the wrong people do not end up in power.

If no food or water is available, it is the government, because they are the ones that can ask for and receive the food and water from other countries and control where it goes. (Distribution).
