how can i restrict someones bandwidth?

well i share my internet with this guy that shares the cost with me. but hes always hogging all the bandwidth and its always slow when i try to do stuff. how can i restrict his bandwidth usage without doing stuff on his comp. or if we arent on the same network. if not, i can prolly get on the same network.

If he and you goes through the same router, and you can admin the router, then it's more likely that you can, but you'll need to check your router's features.

Also do a search on "Net Limiter"
