my son was born with 5% brain. he can do alot of things a regular baby does but he has trouble breathing and keeping his heart rate up

yes it can, just because it is in utero doesn't mean it cannot get sick or have physical health problems. A friend of mines friend baby DIED in utero in her 8th month of pregnancy from a stroke.
Heart disease and strokes are genetic.

Yes a baby can have a stroke in the womb.According to my sons nurologist they think he did because his one eye is smaller then the other and one side of head is smaller then the other but I refused all testing.
