A Credit Card will do, no need to have a US bank account. You can set up a Paypal account with a credit card or debit card.

in case you do not stay contained in the U.S., you may open a internet account at some U.S. banks. There are a good number of terrorists who've by no potential set foot contained in the U.S. who've U. S. monetary employer costs. in case you stay contained in the U.S. yet are an alien (is this what you mean by "non-resident?") you may open an account at any monetary employer as long as you've an i.d.
