Those signs are to let people know that they can presume to the regular speed of that particular road. They no longer have to be cautious for the workers who have been working outside all day, and all are prolly really tired and hungry, and are about to go home to feed their families, and wake up early in the morning to do the exact same thing as they did, only to slow you down so they can live.
