Yes, it certainly does. My husband applied to college recently (he's 46) and almost got denied based on his GPA from almost 30 years ago. Those records from long ago do exist and they are looked at.

Yes, permanent records do exist. But there are many different kinds.

Traffic Violations exist your entire life. A nine year old stole her mother's car and was clocked at going 110 mph before pulled over. That's going to be open to the public for her ENTIRE LIFE.

If you commit a crime over the age of 17, it will be known. If you commit a crime under that age, and after ten years have still not committed a crime that will be omitted from your record and will never be known by anyone.

Schools keep records of grades and such, and they can last for ever- permanently.

You see, it depends on which record to which you are referring. But yes, permanent record DO exist.

well yes, if you mean a police record. any time you get arrested or commit a crime it stays on your record for life.
