9/11x + 2/11x = 3/7 - 1/2 + 3/7
11/11x = x
x = 6/14 - 7/14 + 6/14
x = -1/14 + 6/14
x = 5/14

I'll assume that you mean (9/11)x and (2/11)x ....

Remember that when you add or subtract fractions, make sure their denominators are the same first...

Starting with...
(9/11)x + 1/2 = 3/7 - (2/11)x + 3/7

If you move the "1/2" and "(2/11)x" to the opposite sides of the equation, and combine the two "3/7"s you get...

(9/11)x + (2/11)x = 6/7 - 1/2

Then you can combine the (9/11)x and (2/11)x

(11/11)x = 6/7 - 1/2

(11/11) is equal to 1, so (11/11)x is 1x, or just plain x:

x = 6/7 - 1/2

To combine 6/7 and 1/2, you need to make their denominators the same. You can do this by multiplying each fraction by 1... in the form of (2/2) and (7/7) respectively.

x = (6/7)(2/2) - (1/2)(7/7)

This is equal to:

x = (12/14) - (7/14)

Answer: x = 5/14

If the problem was actually 9/(11x) and 2/(11x), you still use the same sort of procedure, and the answer is x = 14/5.
