Sponsor a city-wide treasure hunt. Sell tickets for participating in the event and offer prizes you may be able to convince local merchants to donate in exchange for publicity. Plant clues in public places, possibly stores, restaurants and places like the library, police station and fire department getting prior permission of course. Award prizes to the first teams to solve all the clues and arrive at the "treasure spot". It would be sort of like a small scale version of The Amazing Race.
