a garter w/black nylons but with black slacks instead of a skirt? wud this still look ok?

Yes it looks fine. My wife often wears stockings (not pantyhose) but she doesn’t want to always wear a skirt. She doesn’t like knee-hi and she likes the feel of stockings on her feet, so she wears stockings under slacks.

That will look just fine. Bear in mind that if the slacks are too tight, the garters might show through...this could be good or bad depending on what you want.
