a) you cannot give yourself a disease; you only catch them from other people.
b) clear liquid coming out of a penis during stimulation or masturbation is perfectly normal. It is part of the final ejaculate. Puberty hasn;t quite finished with you yet in that area so have patience. Soon enough sperm will be included and then you will be ready to make babies. Just don't rush into it - being a father at 14 is not a good thing.
c) bumps in the genital area can be pretty normal especially above the penis and on the scrotum (bag). they are the berginning of hair follicles that will soon start sprouting hairs.
Thus it sounds like you are a perfectly normal, horny teen who is just a wee bit behind his buddies in terms of getting through puberty. But relax, mother nature will look after everything just fine. And feel free to try all sort sof methods to masturbate; it is harmless and healthy and just plain feels good.

The small bumps may be genital warts, which you can get from masturbating against an unclean surface that my have the virus hanging out. If those don't go away in a few days you really need to see a doctor.

u dont have a problem. the clear/foggy sticky liquid is either precum or semen. so i dont see why you say you dont produce it because it sounds like you already are. the bumps are probably small and skin colored but dont hurt right? those are just hair follicles; either hair will grow out of them or they just clog. but tons of guys have it, its normal
