You can everything you need in a package from here http://www.apachefriends.org/en/xampp.html .
The package contains: PHP, Apache (web server), MySql (database server) and others and also includes manuals.
You will find a lot of examples on the internet so you will have no problem developing in PHP.
As a development tool you can use for start Dreamweaver and then, later, a tool like NuSphere PhpEd.
