creme that bleaches hair?

is there a cream that bleaches the arm hair? or is there one that bleaches and decreases the intensity of it? if so what is it?? and whats hte best kind?

20 volume hydrogen peroxide, you can get it at any beauty supply store. You have to put it on, wrap it with plastic wrap, wait 25 minutes, rinse and wash off. Guaranteed. Make sure you skin test it first for allergies.

you cna use wella bleach. but it can not decrease the intensity.
