It's when the eyes lack the right things to absorb some colors. There are different kinds of color blindness. Absolute color blindness, where the individual views the world as if watching it on a black and white TV, is extremely rare.
I had three uncles with color blindness. None of them could see red. One of them could not see green and two of them could not see blue.
