Get a rubber mat made specially for holding carpet in place - try bed bath and beyond ( or other stores like that). It usually comes folded in a package, and looks like a very flat waffle - its' very thin. Put it between the two carpets.

Use the rubberized material you use for non-slip, waffle-type shelving on the back of the runner. It will adhere to the floor and the runner without using an adhesive.

Flip the runner over and run beads of silicone caulk on it.

After it cures (silicone doesn't dry), you can flip it back over again and it won't move.

If you don't wait for the silicone to cure properly (read the directions on the tube), you will be caulking the runner to your carpet.

Two ways. Nails or rug hold. Long nails. The rug hold is sticky on both sides. One side on the carpet one side to the rug. Your size will cost about $30.
