Grass grows from seed or from roots.
Water it, plant some seed and after you are able to mow, then fertilize it.

Rake the patch really well, remove all that you can. They throw some new seed down and keep moist. You may mix with a little bit of manure in with the seeds when plants. Say a hand full of seeds with about 2 tables spoons of manure. But make sure you keep it moist NOT WET. You may fertilize when it reaches they length of the rest of the grass but you should mow first then fertilize and then water well. Good Luck!

Organic gardening amendments have come a long way since the '60's. Much research has been done in the farming industry, and there are products out there that really do work. Bio Boost is a good start. And some seeds. I have used their products for years, with amazing results.

If it's bermuda grass, you could simply buy a few squares of sod and lay it down. Then you don't have to worry with scratching up the soil, throwing down the seed and watering.

Put some sheep manure on the dead grass, add some new grass seed, and water.
This will give you good grass!
