Grandmother Cutler hates Dawn because she is actually the product of her husband raping her daughter in law, Laura Sue I believe her name is (its been awhile since I read those books I could be wrong on the name though.)
I am not sure if she knew that though it also might be that she thought her daughter in law was cheating on her son and it wasnt really her grandchild, so she arranged to get rid of her.

OK, read the part of the book where Dawn goes to see Mrs. Dalton (chapter 15). Mrs. Dalton tells Dawn that Dawn's mother, Laura Sue, "started to stray a bit." Mrs Dalton says that Laura Sue had an affair with an entertainer, a singer who worked at the hotel and got pregnant. So Dawn is not Randolph's child, therefore not a Cutler at all. However, later on, in the next book Secrets of the Morning, after Grandmother Cutler dies, it's revealed that Laura Sue got pregnant by William Cutler, Randolph's father. (chapter 18) So Grandmother Culter hates Dawn because she is a living reminder that her husband cheated on her with their son's wife.

As to why she is nice at first and then angry and bitter, I'd say that it was because she got dealt a pretty crappy hand in the card game of life. The boy that she liked, Niles, died. Her father molested her and got her pregnant, then made her pretend her baby wasn't her baby, but her sister. Her sister Emily was a religious fanatic that was always telling her how terrible she was, calling her a sinner. She was forced to marry William Cutler even though she didn't want to. And then he cheated on her. Doesn't surprise me much that she turned out the way she did.
