Concede means to admit you lost, and congratulate your opponent on their win.

Not a damn thing. The news media like to really get the story where the losing candidate concedes that he has lost the election, soon after the polls close. In 2000, there was much consternation with Gore who at first conceded Florida was lost early, then later said that may not have been the case. Some idiot news guys even said that he'd already lost the state since he had conceded. Conceding a loss means absolutely nothing, the election results are usually not even confirmed for a day or two, and even if a candidate conceded in a close race, if the final certified results said in fact he won, then he did. Conceding the election means nothing.

Often races are too close to call. The apparent winner might only have less than a percentage point of a lead. This means in some areas an automatic recount must begin, or a candidate can request a recount to make sure the results are accurate. In this case, the winner has yet to be officially determined, even though all the votes are in. However, the apparent losing candidate, if he perhaps doesn't want to go through the recount (perhaps he realizes he really did lose), he will call the opponent and concede the race - admit defeat. In effect, he is bowing out of the race entirely, leaving the opponent with an undisputed win. This concession call has come to be common courtesy now, even in races that aren't close. When a candidate loses, it's now customary for them to call and congratulate the winner on his victory.
