There is no impact, as culture and development do not rely on each other to work. A child will develop in any culture at basically the same rate. Sometimes when cultures are faced with economic problems physical development may be inhibited and thus delayed because of lack of nutrition.

What do you call development? If development means healthy and harmonous living, then sure culture does have an impact on development. If a culture is religion based, like in the middle east, then development is surely affected. human beings living there are unable to express themselves in thier original thinking. Woman do not have rights and are subjugated. A culture that respects diversity, can make great developments individually, and society at large. Sometimes based on cultural beliefs, development can be hampered. If a person believes he is suffering because of "Karma" any amount of convincing will not change his thinking eventually affecting his own and over all growth and development of a nation. A culture which believes man is everything then abuse is accepted as normal, because a woman believes her happiness lies under the feet of her husband.
On the other hand a culture that is free thinking, a culture that believes in freedom of expression and equality can give dignity to any human being. There is surely a good chance for development.
