You multiply the numerator and the denominators.
.3 x 4 over 5x9
its 1.2/45. Therefore your answer is wrong.
The actual answer is 1.2/45

If it is 3 (with no decimal) /5 x 4/9 then the correct answer would be 4/15. because it can simplified from 12/45.

This is correct but not in lowest terms. Divide 3 into both the numerator and the denominator and you will have lowest terms.
