A seaway is an ocean route or an inland waterway for ocean shipping--The Saint Lawrence Seaway, which includes Great Lakes and the Saint Lawrence River is an inland seaway.

A river is a large natural stream of water--might or might not be a seaway. Some rivers are too shallow to allow large vessels to pass along.
