Do i have to have all my applications submitted ( online) before they recieve my recommendations?!?

If you've already sent them your ACT or SAT scores, they should have a file together already for you, in which case, yes, it should be ok. Personally I would make sure my application was submitted before sending in recommendations but if you've already sent them and haven't finished the application, don't sweat it!
If you are concerned, just call the Admissions office at the college you are applying to and explain the situation. I'm sure everything will be all right.

I think you are fine; as the other responder said...the college will have a file established on/for you, and as materials come in, they gather it all in one place until it is complete.
