You can still buy 2 cent stamps. You will need 20 of them, though, to mail a letter.

They use the 2 cent stamps to make up the difference between the 37 cent stamp and the 39 cent postage.

They just charge you 39 cents for it.

I think you are asking when the rate for a letter was 2c - that was 1883-1917 and again 1919-1932.
