Is it true that if a defendant accepts a plea-bargain that he has no grounds for an appeal?

Most of the grounds are gone.
However he can still appeal based on, for example, duress in obtaining the plea bargain.

No, he has so many days to change his mind, go to court and face the charges, atleast in Illinois.
