Why would i need a customs broker?

I'm buying some stuff from the states to bring back to canada and sell. but i have been told i need a broker.

If you buy on ebay you don't need a broker.
Is there a simple reason why i would need one or can i get around this without having one

It's like buying and importing from China, there are Federal Laws that you ust follow.
