Yes he is singing about being an airborne ranger, and to answer the question from "brother" there is no answer to what the joke that Bender was saying before he fell thru the roof, he was adlibing the whole thing, none of it was in the script at all. He made it up.

"The joke that Bender tells but never finishes (while crawling through the ceiling) actually has no punchline. According to Judd Nelson, he ad-libbed the line. Originally, he was supposed to tell a joke that would end when he came back into the library and said, "Forgot my pencil", but no one could come up with a joke for that punchline"

He is singing an old army cadence - I want to be an airborne ranger! Service cadences (chants that are marched to), are popular throughout all of the services, especially basic training, when you are just learning to march. Songs, etc. that use these types of lyrics are getting them from old service cadences, too. Not very original, but they are kind of cool.

A better question would be -- what is the answer to the riddle Bender says just before he falls through the ceiling - a fat lady walks into a bar with something under one arm and a sausage under the other, and says...

He's singing "I wanna be an Air Force ranger. I wanna live the life of danger." It's actually sung in the background in an old U2 song- I think the song "40".

It is just lines from a song that you march to in formation when you're in the military.
